Abstract: Because migrant students are among the most educationally disadvantaged students in our nation, Congress created the Migrant Education Program in 1966. Identification and recruitment are critical activities since migrant funding is based, in part, on an annual count of eligible migratory children. Funds come directly to the state, which contracts with local education agencies to provide services. Local migrant programs identify and enroll eligible migrant children, assist in recruiting migrant children to attend school, solicit referrals of eligible children for instructional services, supplement services received in the regular classroom, and provide support services that can not be provided through the district. This guide aims to familiarize recruiters and program assistants with the Colorado Migrant Education Program identification and recruitment procedures. The state plan for identifying and recruiting eligible migrant children is presented, as are the role and job descriptions of the recruiter and the program assistant specialist. Determining the eligibility of migrant children, finding them, interviewing the family, and parental involvement are discussed. Referrals, re-enrollments, enrollment types, early withdrawals, terminations, and deletions are explained. A list and description of supplemental programs, assessment data, special education information, and health and immunization information are presented. Resources and recruiting tips are included. A section for program assistants covers job categories, the survey process, calculating student turnover rates, quality control, instructions for completing forms, home visits, procedures for documenting eligibility, and continuation of services. Sample surveys and a glossary are included. Six attachments present sample forms. (TD)
