| Abstract: | Fiscal challenges are forcing institutions of higher education to do more with less, while retaining the quality of service that the institution has established. The net result is that these institutions need to prepare themselves to achieve a sustained competitive advantage. In business, the focus has been on strategic alignment of IT to provide this competitive advantage. The ability for higher education to achieve this strategic advantage through information technologies has been elusive, as these institutions have historically been among the lowest strategically aligned organizations. Scholars and business managers have viewed the strategic alignment of IT as a means to achieve higher IT capabilities, and therefore greater IT effectiveness. This investigation provides an understanding of the magnitude of the relative influence of IT flexibility and strategic alignment on IT effectiveness in higher education. Understanding these relationships may enable institutions to become more aligned, enable a more effective use of IT, building competitive advantage, and assisting the institution in controlling costs. The outcome of this research, which surveyed accredited institutions of higher education, provides statistical evidence to support the hypothesis that IT flexibility has a greater influence on IT effectiveness than strategic alignment when both are present. The evaluation of business constructs within higher education operations may provide additional opportunities for research in higher education. In addition, the results support the assertion that institutions operate similarly, regardless of size or institution, institutional affiliation, or size of IT staff.
