Abstract: The Council was asked to review Detroit Public Schools Community District's (DPSCD's) services for students with disabilities and provide recommendations to support the teaching and learning of these students. To conduct its work, the Council assembled a team of experts who have successfully administered and operated special education programs in other major urban school districts across the country. These individuals also have firsthand expertise with the Individuals with Disabilities Education Act (IDEA) and are well versed in best practices in the administration and operation of special education programming. This report is designed to help DPSCD and its leaders achieve their goal and maximize the district's capacity to educate all students effectively.
