Abstract: On July 31, 2018, the "Strengthening Career and Technical Education for the 21st Century Act" (Public Law 115-224) (Perkins V, the Act, or statute), was signed into law and thus reauthorized and amended the "Carl D. Perkins Career and Technical Education Act of 2006." The U.S. Department of Education's (Department) Office of Career, Technical, and Adult Education (OCTAE) developed and first issued this guide on April 26, 2019, to assist each eligible agency in preparing and submitting a new State Plan under Perkins V and applicable Federal regulations. Section 122(a)(1) of Perkins V requires each eligible agency desiring assistance for any fiscal year under the Act to prepare and submit a State plan to the Secretary. Each eligible agency must develop its State plan in consultation with key stakeholders, the Governor, and other State agencies with authority for career and technical education (CTE), consistent with section 122(c) of the Act. This guide has now been updated to assist each eligible agency in preparing and submitting any subsequent revisions to existing State plans or new State Plans under Perkins V and applicable Federal regulations.
