Abstract: In response to the educational and workforce challenges facing young adults without high school diplomas, Ohio House Bill 33 authorized the creation of the 18+ Pilot Adult High School Diploma Program. Backed by a $2.5 million appropriation, HB33 established this initiative to operate during Fiscal Years 2024 and 2025, offering a flexible, competency-based pathway to a diploma for individuals ages 18 to 21. While the pilot utilizes the same platform as Ohio's adult education system, it functions independently--with distinct funding sources, accountability structures, and reporting protocols. This comprehensive report emphasizes each provider's performance, which is based on the following measures: (1) average number of credits earned; (2) percentage of participants completing 40% or more of credits necessary to earn a diploma during year one; (3) number and percentage of participants who earned their diplomas, withdrew, and/or returned their second year; and (4) performance on state-required content assessments and other relevant work-readiness assessments. This report presents an update on each provider's progress in ensuring participants successfully complete the program. The data collected through this report offers valuable insight into the performance and impact of the Competency-Based Diploma Pilot Program.
