Abstract: The Department for Education (DfE) commissioned School and College Voice (SCV) to collect robust and quick turnaround research to support policy development. The SCV aims to help DfE make evidence-based policy decisions and to see how the views and experiences of teachers and leaders in schools and colleges change over time. This technical report covers each element of the SCV data collection and delivery process during the 2025/26 academic year, across the recruitment phase for school teachers and leaders. The report is divided into the following sections: (1) Overview -- includes an overview of the aims of the panel and what this document covers; (2) Methodology Overview -- summarises the timescales for each wave and the reasons for the method selected; (3) Sampling -- outlines the size and structure of the starting sample and a summary of the recruitment phase; (4) Questionnaire -- provides details of the questionnaire development and cognitive testing of the questionnaires; (5) Fieldwork -- details the process for inviting panel members to participate and subsequent communication processes with panel members; (6) Response Rates -- outlines how many people took part in each wave and the breakdown of responses by key respondent groups; (7) Weighting -- a summary of the weighting approach; (8) Data Processing and Analysis -- an outline of the process for processing and analysing data, including which key subgroups were looked at and how significant differences were tested; (9) Appendices -- communications sent to panel members and additional ad hoc analysis.
