Abstract: This toolkit is designed to provide school and district leaders with a structured, research-based guide to dismantle the systemic barriers embedded in traditional hiring practices. It offers a comprehensive framework for building a new system, one that is fair, consistent, and evidence-based, and that enhances belonging. Implementing the strategies, tools, and practices outlined here, school districts can move beyond good intentions and take concrete action to recruit, select, and retain a high-quality educator workforce that mirrors the rich backgrounds of the students and communities they serve. This toolkit is structured as a practical, modular guide to support systemic change. It is designed for active use by superintendents, principals, human resources personnel, and hiring committee members. The content is organized into six main parts, each addressing a critical phase of the journey toward building a fair and consistent hiring process. This format allows leadership teams to engage with the material as a comprehensive, sequential program or to focus on specific areas of need within their current systems. This toolkit is organized into six parts: (1) The Foundation -- Understanding the Imperative for Change; (2) The Structure -- Building Inclusive and Equitable Interview Panels; (3) The Process -- Standardized and Competency-Based Interviewing Practices; (4) The People -- Ongoing Interviewer Training & Development; (5) The Feedback Loop -- Evaluation Metrics & Continuous Improvement; and (6) The Welcome -- Extending Fairness through Welcoming Onboarding.
