Abstract: To enhance data quality and strengthen the measures the Regional Educational Laboratories (RELs) can use to assess their services, the Institute of Education Sciences commissioned a study during the 2022-27 REL cycle to develop reliable and valid survey measures to help them understand partners' use of information from a variety of sources, including research evidence, to make decisions; their capacity to engage with and use research evidence; and their perceived value of REL services and products. In each of these three areas, the study team identified key survey constructs (or underlying concepts or factors that can be measured using a survey) and then selected survey items to measure each construct. The team measured the reliability and validity of these constructs through an online survey administered to a set of partnerships across the RELs and follow-up interviews with a subset of survey respondents. This paper provides the appendices for the full study. Appendix A describes the process the study team followed to identify the survey constructs, pretest the online survey, and conduct the survey and follow-up interviews. Appendix B provides technical details about the analysis.
