The Social Security of Health (EsSalud), in Peru; is an organization attached to the Ministry of Labor and Employment Promotion, it is within the scope of the National Fund for Financing State Business Activity (FONAFE), linked to the Ministry of Economy and Finance (MEF). It was created in the 1990s, replacing the Peruvian Institute of Social Security (IPSS) through Law No. 27056 creating Social Security for Health. We consider five aspects in the probable dissonance of EsSalud with the system, the first the legal conception, second the infrastructure, third the processes, fourth the human resources and fifth the role of the state. El Seguro Social de Salud (EsSalud), en el Perú; es una organización adscrita al Ministerio de Trabajo y Promoción del Empleo, se encuentra en el ámbito del Fondo Nacional de Financiamiento de la Actividad Empresarial del Estado (FONAFE), vinculado con el Ministerio de Economía y Finanzas (MEF). Fue creado en la década del noventa, reemplazando al Instituto Peruano de Seguridad Social (IPSS) mediante la Ley de creación del Seguro Social de Salud N° 27056. Consideramos cinco aspectos en la probable disonancia de EsSalud con el sistema, el primero la concepción legal, segundo la infraestructura, tercero los procesos, cuarto los recursos humanos y quinto el rol del estado.
