| Abstract (English): |
The article presents proposals from the National Institute of Public Health (INSP) to address health emergencies in Mexico, focusing on protecting the incomes of the most vulnerable sectors through behavioral and economic incen- tives. It aims to overcome cognitive and financial barriers that hinder compliance with public health measures. Key strategies include the use of behavioral sciences, effective communication, educational campaigns, and the creation of a risk atlas. Economic incentives are proposed for healthcare workers and community promoters, along with infrastructure improvements to prevent contagion and facilitate vaccination in marginalized areas. The document also outlines financial and non-financial protection schemes for medical personnel, including insurance, bonuses, accommodation, transportation, and childcare. For vulnerable populations, it suggests cash transfers and safe spaces for voluntary isolation. Finally, it recommends offering non-monetary incentives to private providers to enhance patient care and referral during health emergencies. [ABSTRACT FROM AUTHOR] |

El artículo presenta propuestas del Instituto Nacional de Salud Pública para enfrentar emergencias sanitarias en México, enfocadas en proteger los ingresos de los sectores más vulnerables mediante incentivos conductuales y económicos. Se busca superar barreras cognitivas y financieras que dificultan el cumplimiento de medidas de salud pública. Entre las estrategias destacan el uso de ciencias del comportamiento, comunicación efectiva, campañas educativas y creación de un atlas de riesgo. Se proponen incentivos económicos para personal de salud y promotores comunitarios, así como mejoras en infraestructura para prevenir contagios y facilitar la vacunación en zonas marginadas. También se plantean esquemas de protección financiera y no financiera para personal médico, incluyendo seguros, bonos, alojamiento, transporte y cuidado infantil. Para la población vulnerable se sugieren transferencias económicas y espacios seguros para el confinamiento voluntario. Finalmente, se recomienda ofrecer incentivos no monetarios a proveedores privados para mejorar la atención y referencia de pacientes durante emergencias. [ABSTRACT FROM AUTHOR] |
