Abstract (English):	Peru has experienced a sustained increase in migratory flows and asylum applications since 2017, requiring adaptations in the health system’s responses to guarantee the right to health without discrimination. This article reviews the evolution of the national and international regulatory framework applicable to the care of migrants and refugees in the country, identifies persistent gaps in effective access (irregular migration status; economic, administrative, cultural, and discrimination-related barriers), and analyzes the enabling role of digital health in delivering inclusive care. A review of laws, decrees, resolutions, and technical guidelines, as well as directives from multilateral organizations, was conducted to map progress and opportunities. The article proposes the responsible use of telehealth, interoperable electronic health records, digital identity and verification, mobile applications, and resources incorporating artificial intelligence to improve continuity of care, vaccination, mental health, and the management of chronic and infectious diseases, with due consideration of ethics, data protection, equity, and algorithmic governance. Finally, recommendations are offered to close the gap between policy and practice, strengthen interoperability, reduce administrative and economic barriers, and build digital capacities among health personnel and both migrant and host populations, as a pathway toward truly universal and sustainable coverage. Abstract (Spanish):	El Perú ha experimentado desde 2017 un incremento sostenido de flujos migratorios y de solicitudes de refugio, lo que ha exigido adaptar las respuestas del sistema de salud para garantizar el derecho a la salud sin discriminación. Este artículo revisa la evolución del marco normativo nacional e internacional aplicable a la atención de personas migrantes y refugiadas en el país, identifica brechas persistentes en el acceso efectivo (situación migratoria irregular, barreras económicas, administrativas, culturales y de discriminación), y analiza el papel habilitador de la salud digital para una atención inclusiva. Se realizó una revisión de leyes, decretos, resoluciones y lineamientos técnicos, así como de directrices de organismos multilaterales, se mapean avances y oportunidades. Se propone un uso responsable de telesalud, historia clínica electrónica interoperable, identidad y verificación digital, aplicaciones móviles, recursos y aplicaciones que incluyan inteligencia artificial para mejorar la continuidad de cuidados, la vacunación, la salud mental y la gestión de enfermedades crónicas e infecciosas, con las consideraciones éticas, de protección de datos, equidad y gobernanza algorítmica. Finalmente, se plantean recomendaciones para cerrar la brecha entre norma y práctica, fortalecer la interoperabilidad, reducir barreras administrativas y económicas, y consolidar capacidades digitales en el personal y en la población migrante y de acogida, como vía para una cobertura verdaderamente universal y sostenible.
