Abstract: The news that Angela Merkel and Nicolas Sarkozy are meeting tomorrow to thrash out agreement for a EU Treaty change would not — to put it mildly — have been welcomed in Downing Street or at the Foreign Office. There can now be no denying how significant these mooted changes would be and the huge effect they would have on the UK and our relationship with the European Union.
