| Abstract (English): | This paper aims to investigate the engagement of community communication initiatives and their constitutive organizations in the regulatory process of di-gitization at different countries like Brazil and Spain. It is a comparative case study between these two countries, their differences and similarities of their political and cultural aspects that need to be highlighted: they're at different moments of the transition to the digitalization of TV transmission; they have different structure and involvement from constituted organizations of community communication initiatives and have different and complex governments in regard to the proximity of community communication questions. | Abstract (Spanish): | Este artículo se propone investigar cómo se involucran las iniciativas de comunicación comunitaria y sus organizaciones constitutivas en el proceso regulato-rio de la digitalización de distintos países, como Brasil y España. Se trata de un estudio de caso comparativo entre los dos países, por las diferencias y similitudes de sus aspectos políticos y culturales que merecen destaque: están en momentos diferentes de la transición hacia la digitalización de la transmisión de TV; cuentan con una estructura diferente y participación de las organizaciones constitutivas de las iniciativas de comunicación comunitaria, y tienen gobiernos distintos y complejos en lo que se refiere a la proximidad con las cuestiones del sector. | Abstract (Portuguese): | Neste artigo se propõe investigar como se envolvem as iniciativas de comuni-cação comunitária e suas organizações constitutivas no processo regulatório da digitalização de distintos países como Brasil e Espanha. Trata-se de um estudo de caso comparativo entre os dois países, pelas diferenças e similaridades de seus aspectos políticos e culturais que merecem destaque: estão em momentos diferentes da transição para a digitalização da transmissão de TV; contam com estrutura e participação distintas das organizações constitutivas das iniciativas de comunicação comunitária e têm governos distintos e complexos no que se refere à proximidade das questões desse setor.
