Abstract (English):	The article addresses the need for refugees to have significant representation in the Executive Committee of UNHCR. The authors argue that refugees should make up 50% of the Executive Committee to ensure that the UN Refugee Agency is governed by the people it should serve. Currently, the Executive Committee is composed solely of States, which excludes the voice and participation of refugees in decision-making. It is proposed that the Committee adopts a governance structure similar to that of the ILO to guarantee refugee representation in decisions. It is suggested that refugee representatives be selected by themselves and that there be equitable representation in the Executive Committee of UNHCR. The UN General Assembly is urged to pass a resolution to allow the presence of refugee representatives in the Executive Committee of UNHCR. [Extracted from the article]
Abstract (Spanish):	El artículo aborda la necesidad de que los refugiados tengan una representación significativa en el Comité Ejecutivo del ACNUR. Los autores argumentan que los refugiados deberían conformar el 50% del Comité Ejecutivo para garantizar que la Agencia de la ONU para los Refugiados esté gobernada por las personas a las que debe servir. Actualmente, el Comité Ejecutivo está compuesto únicamente por Estados, lo que excluye la voz y la participación de los refugiados en la toma de decisiones. Se propone que el Comité adopte una estructura de gobernanza similar a la de la OIT para garantizar la representación de los refugiados en las decisiones.
