| Abstract (English): |
The growing militarization in Europe, exacerbated by recent conflicts, has renewed the urgency of renewing peace strategies. In this context, UN Secretary-General António Guterres has proposed a New Agenda for Peace that addresses current threats through multilateral cooperation, emphasizing the importance of traditionally excluded actors such as youth. The Youth, Peace, and Security Agenda emerged precisely to recognize young people as essential agents in building sustainable peace. This article analyzes the YPS normative framework (Security Council Resolutions 2250, 2419, and 2535), critically assessing its implementation in Spain. The article examines the situation in Spain, identifying progress and institutional gaps. Finally, recommendations are proposed for a national Peace Plan with a YPS approach, aligned with the new UN Agenda for Peace, highlighting the transformative role of youth in the face of crisis and polarization. La creciente militarización en Europa, exacerbada por conflictos recientes, ha reactivado la urgencia de renovar las estrategias de paz. En este contexto, el Secretario General de la ONU, António Guterres, ha propuesto una Nueva Agenda para la Paz que aborde amenazas actuales desde la cooperación multilateral, enfatizando la importancia de actores tradicionalmente excluidos como la juventud. La Agenda de Juventud, Paz y Seguridad surge precisamente para reconocer a las personas jóvenes como agentes esenciales en la construcción de paz sostenible. Este artículo analiza el marco normativo de YPS (Resoluciones 2250, 2419 y 2535 del Consejo de Seguridad), evaluando críticamente su implementación en España. Se examina la situación en España, identificando avances y vacíos institucionales. Finalmente, se proponen recomendaciones para un Plan de Paz nacional con enfoque YPS, alineado con la nueva Agenda para la Paz de la ONU, destacando el rol transformador de la juventud frente a la crisis y la polarización.
